Fishing & Boating Permits

Please note: If you are buying permits with the intent of using them at Heritage Park, that lake will be closed to public use for the remainder of 2023 and most of 2024 due to a lake improvement project. Permits are valid for any JCPRD body of water where these activities are normally permitted.  

Prior to Fishing in JCPRD Waters

All permits are valid from issue date through through the end of the current year. These include fishing, boating, archery, metal detector, remote control vehicles, and other permits.

JCPRD Fishing Permit Requirements

All Johnson County, Kansas residents age 16 to 64 and all persons 16 years of age and older who do not live in Johnson County must possess a valid JCPRD fishing permit and a valid Kansas state fishing license.

JCPRD Trout Fishing Permit Requirements

All persons fishing for trout in JCPRD waters, regardless of age or residency, including children under the age of 16, must possess a valid JCPRD trout permit, in addition to applicable Kansas state fishing licenses and valid JCPRD fishing permits (see requirements above). This applies whether you intend to keep your catch (up to the posted limit of four trout daily) or release all trout you catch. Please note, a state trout stamp is not required to fish for trout in JCPRD waters and it is not a substitute for a JCPRD trout permit.

State License Requirements

All Kansas residents age 16 to 74 and all non-residents 16 years of age and older must possess a valid Kansas state fishing license. Kansas residents age 65 to 74 are required to obtain a Kansas state fishing license.

To purchase a JCPRD permit over the phone with a credit card, call (913) 438-7275.  A receipt will be emailed to serve as a temporary permit and you will receive your physical permit by mail.

Prior to Boating in JCPRD Waters

  • All watercraft (including sailboards, stand-up paddleboards, canoes, kayaks and multi-chambered inflatable boats, paddleboards, and rafts) used on JCPRD waters must have a valid JCPRD boating permit with sticker. (Exception: One day permits do not receive a sticker.)
  • All motor or wind driven watercraft must be registered with the state the boat is housed in and have a district boating permit.
  • Only electric motors all allowed to operate on the lakes at Shawnee Mission Park, Heritage Park, Kill Creek Park, and Lexington Lake Park. No gasoline motors may be used on JCPRD waters. 
  • Inflatable boats and watercraft must be puncture resistant and contain multiple air chambers. No air mattresses or single chambered inflatables may be used on the water.
  • Inflatable rafts and tubes designed for float fishing, wherein the seated or harnessed occupant is partly submerged, are deemed to be wading gear.

Archery Permits

A JCPRD archery permit is required for everyone 13 years of age and older. No permit is required for children 12 years of age and under, however, they must be accompanied by an adult who possesses a valid district archery permit. 

  • Broadhead points are prohibited
  • Crossbows are not allowed at the archery range

The archery range is a static range with six shooting lanes. Targets range from 20 yards (two lanes) and then in 10-yard longer increments out to 60 yards. Our target butts are Block Range 48’s. Butts are blank, please bring your own targets.

Overnight fishing begins after 11 p.m. The main gates into the parks will be open with access in the parks restricted to fishing areas only. Camping is prohibited. Alcoholic beverages are prohibited. State fishing licenses and park permits are required per established regulations.

Annual Free Fishing Weekend at JCPRD Parks is June 1 & 2


The Johnson County Park & Recreation District has established the weekend of Saturday, June 1 and Sunday, June 2, 2024 as the annual Free Fishing Weekend in District parks. This will coincide with the state of Kansas' "Free Fishing Days" in State Parks.  


Fishing, boating, and archery permits will be waived on these days in the District parks where these activities are normally allowed as follows:

Fishing licenses have also been waived by the state of Kansas for this weekend, allowing fishing without a state license as well. Regular park hours for these days are 5 a.m. to 11 p.m. with the exception of Antioch Park, which closes at 10 p.m and Thomas S. Stoll Memorial Park and the Streamway Parks, which are open dawn to dusk. This is the only time each year license requirements are waived.
